Developing Cybersecurity Law and Policy Assignment

Developing Cybersecurity Law and Policy - Assignment Example Other sections of the Register include the presidential document, reader aid and federal register xml files. These sections guide the users who are mainly federal agencies on new regulations and prerequisite information to participate in rulemaking (GPO, 2013). The Federal Register is used by the relevant agencies to call for public participation in policy creation (Mead, 2004), as the majority of civil users bring in ideas that may not be available within federal workforce. Citizens are also in a position to keep track of current updates on cyber security laws and regulations. Daily updates ensure continuous information gathering and dissemination since cyber technology is highly dynamic (Cate, 2009). Topic 2: US Cyber Command US Cyber Command is a sub-unit in the US strategic command that was created by the Office of the Secretary of Defense in 2010. It is charged with planning, integrating, coordinating, synchronizing and directing military cyber space operations and managing fede ral information networks. This was an essential step in reinforcing the Department of Defense’s capability to remain in control of its information network reducing vulnerability to cyber warfare (Kenneally, 2001). This is especially the case since intelligence information handled in the network should remain protected for national security (Kenneally, 2001). ... The president appoints a cyber security coordinator commonly referred to as the cyber czar who is a government employee. It is necessary that this position be held by the government to control biased service by private institutions that may manipulate the information systems, hence making it more vulnerable to hackers (Kenneally, 2001). Academia may have its practice based on theoretical information, thus less flexible to the dynamics involved in cyber operations. This handicaps its efficiency in service delivery. An individual who is open-minded is the most appropriate to hold this position since they have a realistic approach to cyber security management (Kenneally, 2001). Topic 3: Renewed Interest in Public-Private Partnerships Several frameworks have been put in place to improve cyber security in both the public and private sectors. Public-private partnership is essential for effective protection of U.S assets, infrastructure and economic interest from attack on cyber activities. This kind of partnership enhances information sharing, minimizing the risks of the use of cyber facilities especially in the era of increased global connectivity. Partnership enables pooling of resources required for effective workforce education and training and investment in cyber security (Guttmann et al., 2003). Both the public and private sectors should be actively involved in policy making and setting cyber law that remains ahead of possible risks and in pace with technological developments. It is of importance to create an enabling environment that respects the privacy and civil liberties of all partners involved while at the same time enhancing optimal collaboration in

Teanage Driving Essay Example for Free

Teanage Driving Essay Imagine you just hit a car head-on. It’s probably because you are under the influence. This is why experts say the driving age should be raised to age 18. The minimum driving age differs from state to state. The lowest driving age in the United States is 13. That is in the state of Nebraska. You have to be thirteen years old qualify for a â€Å"farm husbandry permit.† The 13 year old can operate off-road vehicles used in farming. The government is considering raising the legal driving age. It should be raised because most of the teens who will or are driving will be doing things they know they should not do. They do things like texting on their cell phone and speeding over the limit. It is also because they are under peer pressure. Car accidents are mostly caused be teenagers. They take their own lives when they don’t wear their seat belts or are out past their curfews. The law keeps the voting age at 18 and buying alcohol at 21 but let a 16 years old have the responsibility of taking the busy streets. The legal driving age should be raised to age 18 because most teenagers are not responsible, most teens text while driving, and lives can be saved. First, the driving age should be raised because most teens are not responsible. Car crashes that are caused by teenage drivers are the number one killer of teens in America today. They kill most between 15 and 21 year old. 13% of teens said that they have been in a car with the driver had drunk alcohol before driving. 14% of teens say that they drive after drinking. 36% of teens say that they had ridden with a driver who had been drinking. Motor vehicle crashes kill between 5,000 to 6,000 people every year. Driving is something that requires focus and decision making. Teenagers are still developing self-control and appropriate emotional responses to a situation that might be going on. â€Å"Road rage† is used to describe the emotional response of something like anger or frustration that teens can experience while behind the wheel. Some teenagers’ get hurt just because they know that they should put on their seat belt and they don’t. Also, it is because the teenager doesn’t go home at their curfew. If a teenager wears his seat belt; it reduces the risk of dying by 45%. Teenagers are the youngest people to not wear their seat belt. Teenage drivers are more likely to have a car accident since they’re under the influence of alcohol. A driver’s license provides privileges other than driving. Four out of six teens that drinks and drive kill drivers 20 or younger that result in a fatal crash. One out of three teens will have a car accident within the first two years of driving. Secondly, the driving age should be raised because teens are texting while driving. 56% of teenagers answer and make phone calls while they are driving. 13% of teens say that they have sent and responded to text messages while driving. 45% of teens said that they would speak up if someone else was driving in a way that scared them. Texting while driving gives you a four times of a chance to having a car accident. Distracted drivers account for 80% of crashes that was from 18 to 20 year old. If we get teenagers off of the roads, then there would be fewer car crashes. Next, if teenagers don’t drive, lives can be saved. Allison Reboratti was a 19 year old. She had boyfriend named Steven Filipak. They both are in the state of Pennsylvania. Steven had driven them to Steven’s friend’s house. Steven got drunk and passed out. When he got conscious the both of them left. He got conscious on the early morning of May 9, 2001. Allison had let Steven drive the car home. Neither of them had their seat belt on when Steven had lost control of the car. He had hit a sign post, a fence, and an evergreen tree. Someone had called the paramedics. When the paramedics arrived, Allison was found dead lying across Steven’s lap. Steven was breathing, but unconscious. He was taken to the hospital. He had broken bones and brain damage. He had to stay in the hospital for five months. This story proves that the driving age should be raised. Male drivers between the ages of 15 and 20 were involved in fatal crashes. 37% were speeding and 26% were dri nking. Five percent of teenagers admit to driving a car after drinking alcohol. Eight hundredths percent of drivers have alcohol in their blood. Almost three out of four teen drivers were killed in a crash after drinking and driving and they wasn’t wearing a seat belt. 56% of teen’s deaths occur on Friday, Saturday, or Sunday. Fatal crashes rate from 16 to 19 year old. Teenage drivers are more likely to get into a car accident than older drivers. 55% of teens said that they go over ten miles per hour the limit. Some teens even go over 80 miles per hour while driving. 17% of teens say that they think that speeding is fun. 44% of teen’s said that they would drive more safely if their friends were not in the car. 67% of teens said that they felt unsafe would when someone else was driving. 37% of teens say that they would ride with one or more friends who speed in the coming year. Over 40% of teen crashes deaths occur between 9 P.M. and 6 A.M. 60% of teens’ auto deat hs occur before midnight. Therefore, the driving age should be raised to age 18. It should be raised because most teenagers are not responsible, text while driving, and lives can be saved. Also, it should be raised because most teenagers under age drink and their drinking leads to them having car accidents. Teenagers kill thousands of people every year. Lots of teenagers make and answer phone calls while they are driving. In addition, teens kill more people than mid-aged adults. That concludes the reasons why the driving age should be raised to age 18.

Management In Civil Engineering

Management In Civil Engineering In general and widely adopted sense civil engineers are considered to design and manage the construction of roads, railways, buildings, bridges, tunnels, dams, airports, water supply and sewage systems. They must have to look into several factors in the design procedure from the production costs and expected lifetime of a project to government policies and possible environmental hazards such as hurricanes and earthquakes. Civil engineering, considered one of the oldest engineering disciplines, assimilates many specialties. The most common and crucial fields of civil engineering are structural, water resources, construction, transportation, and geotechnical engineering(Bean, A.L., 2007). Most of the civil engineers hold administrative or supervisory positions, from supervisor of a construction site to city engineer. As civil engineering is continuously broadening its area of interest so significant numbers of civil engineers have also chosen their career in management, research, and t eaching fields besides its common fields. Which are new emerging fields and they have their own significance in engineering. These sort of moves demand, civil engineers must have requisite knowledge about all these fields. Importance of Management in Civil Engineering Management is leading science domain and routine in managing building companies. It is one of the oldest human activities, it activates human abilities on building investment objects in order to assure necessity for civil engineering purposes. It is enough good reason to take place in management development in civil engineering. As there are too many definitions of management depending on an author, only the most important are offered, namely the most acceptable in civil engineering domain. Remarkable attention is given to managing tasks in civil engineering as well to their correlations If we speak about management in civil engineering then the total quality management must be proposed. Total quality management is a business philosophy and accessible way of modern companies around the whole world. It is the most contemporary idea of developing and advancing in all life and work domains. The growing urge of efficient use of the earths resources such as land, air, water and raw materials as well as concentration on efficient design, analysis and maintenance of civil structures requires a better insight in the spatial and temporal patterns of resources and activities (Bean, A.L., 2007). In view of the fact that the parameters of civil engineering today are not only confined to design and construction of structures but due to globalization and privatization of civil engineering organizations now civil engineering emerges as a study, which not only pay attention on construction and design but also reflects the importance of management of the resources used in constructio n. Now we talk about the various newly emerging fields of civil engineering (Motwani, J., 2001). Responsibilities for Civil Engineers In most of the cases, such as e.g. the situation, when natural phenomena like the weather is considered the engineering models developed to predict such phenomena are indeed very uncertain. The same applies to the prediction of natural hazards such as e.g. earthquakes, rock-fall and tsunamis which all constitute important exposures for the built environment. Engineering models must, however, also take into account the uncertain performance of man. Due to the effect of the different types of uncertainties there is no absolute certainty associated with the result of an engineering decision. For this reason there is also no absolute certainty about the safety of a structure. So as a engineer at construction site, it is also necessary for him to look into issues like health safety risk management, environmental management etc. Now we briefly discuss about these issues (Carpenter, J. Williams, 2004). 3.1 Health Safety Risk Management As per the definition, hazards which cause risk of lives at site are due to transfer of energy in one form or other. If the energy transferred more than the withstanding capacity at the receiving end, hazard is created, which eventually leads to physical harm of employees. The human system or any other object or species has tolerance levels or thresholds for each form of energy. The quantity of such energy, particularly near the threshold limit must be determined in order to decide on the control method to eliminate or reduce the impact of hazard. Mc Farland, another researcher in this field, has said all accidental injuries and damages result from application of specific forms of energy in amounts(Human Engineering, 2005). The main objective of the health management is to minimize or if possible then completely avoid hazards at site. It will decrease the chances of physical harm of employees and subsequently increase the health safety conditions at site. Although the success of a safety program depends on people, how they are motivated and how they communicate with each other. One of the important keys to success lies in establishing communication with people at all levels (Carpenter, J. Williams, 2004). So here health safety management comes into picture, it basically help to implement methods, which may include written circulars, reports, news sheets, promotional activities, incentive or reward schemes, personal contact and, most successful of all, structured safety meetings at the work place level where everyone can become involved . Safety meetings will be more productive and motivating if a member of a group under the guidance of management is asked to lead the meeting, having first been given the framework of the subjects for discussion and what the discussion hopes to accomplish. Where contractors are part of the work group they should also be included. Conclusions and concerns should be written down and acted well upon. The enthusiastic participation of all staff in safety meetings should be regarded as a long term objective. Case Study Over the last decade the highest rate of accidents and causalities in British Industries has been identified by the construction industry. Accordingly the Health and Safety Executive (HSE) arranged blitz inspections in an attempt to implement health and safety legislation and thus get better construction site safety. But, after 2000 site speculations it was noticed that one third of the site supervisors and agents had inadequate knowledge of and a poor attitude towards basic health and safety requirements. The blitz speculations were not successful in dropping down the number of deaths and other serious causalities but simply pointed out the lack of knowledge of and the unsatisfactory attitudes towards health and safety risk management. The risk of casualty in the construction industry has been dropped down from approximately 4.5 times higher to approximately three times higher than the risk of causalities that is related with all British industries (Figure 1) (Carpenter, J. Williams, 2004). Fig 1. UK construction industry fatality rates per 100,000 workers compared with other industries 1992-2006 (Carpenter, J. Williams, 2004) 3.3 Environmental Management First we define what exactly environmental management is and later we focus on its significance in a view of civil engineering. The main responsibilities of civil Engineers are to plan, grow and manage the surrounding environment. Majority of us in our routine lives take the built environment more or less for granted. We have got used to a well functioning infra-structure (Carpenter, J.,Williams, 2004). In addition, whereas some bridges and high rising buildings may be extremely extravagant most of the built environment is barely noticed. Environment management also includes the proper functioning of sewage systems, tunnels and water supply systems. Systems without which our modern society could not function. When civil engineers make decisions in regard to the planning, design or maintenance of the built environment they take basis in the fundamental laws of nature, e.g. the results of fundamental research in physics, chemistry and biology. Well known examples of this is the rule of gravity or the laws of thermodynamics which all play crucial roles in how we design and maintain buildings and structures. We know that the hotels and resorts in the Caribbean use large amounts of water, energy, chemicals, supplies, and disposable items. They also generate lots of waste such as wastewater and solid waste. Because of this, small efficiency gains can lead to large cost savings and environmental performance improvements. Environmental management is a systematic approach to finding out practical ways for saving water, energy, and materials, and reducing negative environmental impacts. A proactive environmental management program is a win-win-win proposition because it can help a property save money, get recognized for environmental leadership, and preserve and protect unique destinations (Human Engineering, 2005).. Sustainable urban growth needs an integrated approach and the Thematic Strategy advocates that national and regional authorities support municipalities in achieving more integrated management at the local level. Integrated approaches comprise of long term strategic visions and connect different policies at different administrative levels to guarantee coherency. Integrated environmental management also comprises of tackling regarded issues together such as integrated spatial planning, urban management and governance, economic wellbeing and competitiveness, social inclusion and environmental stewardship. . 4.Quality Management System Quality means excellence. It is thus a philosophy rather than a mere attribute. The difference between two objects is judged by their qualities. We set some standards which determine the level of acceptability. In most industries especially in manufacturing and process industry, the concept of quality management is old and used extensively. Nowadays, application of quality management is not only becoming popular but also mandatory in construction industry. Quality assurance in construction activities guides the use of correct structural design, specifications and proper materials ensuring that the quality of workmanship by the contractor or sub-contractor is achieved and finally maintaining the structure after construction is complete through periodic assessments for maintenance and repairs. Quality control has to be imposed by the contractor whereas quality assurance is carried out by a separate third party agency engaged by the owner (Biggar, J. L., 1990). Quality Management Concerns (Motwani, J.,2001): Quality control means rational use of resources. Quality control procedures implement appropriate mixing, proper compaction, correct placement and adequate curing. Quality control prevents temptation of over design. Quality control ensures strict monitoring of every stage of concrete production and rectification of faults. Quality control reduces maintenance costs. Fig 2. Role of quality management in any project (Motwani, J.,2001) Quality management basically comprises of following management: 4.1 Technical Management It is apparent that quality and cost are the prior major concerns for any construction in a customer as well contractors perspective. Cost is related to the quality, that need to be identified for management decisions. The costs of project can be broken down as follows: There are many components other than raw material and labor cost, which individual has to deal with to estimate and finalize the final cost of structures such as (Biggar, J. L., 1990): The costs of preparing appropriate designs, more training to reduce failure costs and a lot of maintenance work. In some cases we need demolishing of one structure and making another structure, so in this case the total cost and production time would be different from the estimates. Natural hazards can also cause to increase the cost of project significantly by delaying the construction process or damaging it. So technical management includes the estimation of cost, time of completion and prediction of natural hazards those possible can happen at the site. At the beginning stage after surveying the site, material testing is carried out in order to make structure economically feasible by ensuring all possible safety concerns for the users. Many standard codes are set up for defining the qualities of material and other raw materials such as The American Society of Civil Engineers (ASCE) favors the improvement and application of quality management system standards, including international standards such as the American Society for Quality Control and ISO 9000, to specialized engineering services and the application of standards to the developed project (Motwani, J.,2001). Thus technical management also deals with matching up the standards of materials and if they suit then plans it to use efficiently. It even associates in predicting various factors which may affect the cost, safety and produ ction time of the structure. This is considered the essential management unit for any construction project which incorporates with defining objectives and limitations, and to build mathematical analysis models in solving difficult problems of production control, materials and inventory, among others. Technical management includes the resources and construction personnel must utilized efficiently for the various operations to accomplish the job. At the construction site this involves management associated to crew management with related tasks, logistics related to operations as well as operations, service and maintenance. 4.2 Project Management Project Management in construction can vary from projects to projects. Like if a construction is required to be done for a theme park than a team of creative people is needed, if a project is associated to the building some mall than the team of project management will have more of civil engineers. However today every company manages projects with some specialization. Such as a construction company can specialize only in building bungalow, sky capers, Malls, theatres, parks etc. Project Management section in a project is a structure that is purposely designed for executing projects. It is specifically modified to reach the demands of difficult tasks by separating unique work and maintaining a strong focus on accomplishing the project (Biggar, J. L., 1990)). Once the project is finished, this structure disbands. Although this structure is supposed to be very good in managing dedicated resources throughout the life of the project. This section shows techniques and requirements during project planning, including cost estimation, forecasting, risk assessment and economic evaluation. It is the division where design and planning phase in which major capital savings may be procured during the eventual construction and operation phases. The key responsibilities of the Project Manager may differ depending on the the company maturity, the company size, industry, and the company culture. However, there are some mandatory responsibilities that are common to all Project Management organizations (Motwani, J.,2001). Fig 3. Diagram shows the various tasks associate with project management (Motwani, J.,2001) Operations Management Operations Management (OM) incorporates with the design and management of required task, services and supply chains, processes. It includes a wide range of judgment that companies have to make, such as product design, capacity planning, forecasting, process selection, technology selection, design of facilities and jobs, inventory management, management of the supply chain, project management, maintenance management and quality management(Biggar, J. L., 1990). The work and fuction of Operational management (OM) ranges from strategic to operational and tactical levels. Strategic problems may incorporate with determining the location and size of manufacturing plants, deciding the structure of service networks and designated technology supply chains. And tactical problems could include plant layout and equipment selection. As a conclusive remark, operational tasks may include production scheduling, inventory management, quality control and material handling. The appropriate management of these resources requires the sorts of knowledge and skills provided by Operation Management concepts, tools and techniques (Sommerville, J., 2000). Financial and Commercial Systems 5.1 Financial Systems Financial systems facilitates to inform your organizations planning and action plans. Financial systems also assist you track and manage the resources required to successfully complete your work. These guidelines grant basic practices, Which you will need to build  ¬Ã‚ nancial sustainability in your organization. Other reasons why developing  ¬Ã‚ nancial systems are important because they play key role in the task such as establishing  ¬Ã‚ nancial controls and clear accounting procedures help ensure that funds are used for intended purposes, transparency, clear planning and realistic projections contribute to the credibility of the organization, Financial systems and capacity help the organization to make sound decisions based on cash  ¬Ã¢â‚¬Å¡ow and available resources, it help to provide reports to the funders that demonstrate that grants were used for intended purposes etc. The financial system is the system that lets the transfer of money between savers and borrowers. Financial systems play a key role in distribution of resources in a modern economy. They link up household savings to the corporate sector and allocate investment funds among firms. They allow inter temporal smoothing of consumption by households and expenditures by firms and they enable households and firms to share risks. However these functions are very common to the financial systems of most developed and developing economies. Though the types of these financial systems varies widely as per the requirement. Generally we know the fact that the civil engineering projects are very large and demand a very huge amount of money. One individual is solely unable to fulfill that demand of money. To eliminate this problem financial systems have been developed, which ensure to provide any sudden and large requirement of money. They have authority to monitor the whole market and handle the economy of a large domain. 5.2 Commercial Systems The expression commercial system is general and applies to any group or organization with a specific set of skills, priorities, strategies, goals and resources that put in order to collectively achieve the predefined aim of making profit. Ultimately, a group and organization is said to be commercial if its main objective to earn profit for the proprietor, shareholders, or both, by supplying products and services. To comprehend properly what a commercial organization is requires being aware of the many for profit activities commercial organizations participate in. Thus both systems financial and commercial have their distinct role in any construction project. However financial systems are also highly commercial. Financial system guarantees the availability of necessary funds and proper distribution of it to the various departments of project. Where as commercial system aims to provide maximum profit to owner and even more satisfaction to customer. Human Resource Management Managing humans or personnel is at the heart of almost all the real life management problems. What it takes to manage humans? Why humans are a resource and what makes them special? The function of HRM is to bring out issues involved in the management of human resources (HRM), both from current theory as well as practice (Beardwell, Ian Holden, Len 1986). It also examines humans at work and discusses various aspects which are basic to human inspiration at work and in fulfilling career aspirations within organizations. HRM includes various issues right from selection placement to performance appraisal, salary career management, and training, etc. of employees in organizations. The expressions human resource management (HRM) and human resources (HR) have widely substituted by the expression personnel management as a explanation of the processes included in managing people in organizations. In brief, HRM has to deal with employing people, developing their resources, utilizing, maintaining and compensating their services in tune with the task and organizational requirement. The HRD profession and HRM function have undergone significant change over the past couple of years. Many years ago, large organizations looked to the Personnel Division mostly to manage the paperwork around hiring and paying people (Roethlisberger and Dickson, 1943). Human resource management (HRM) is the formulated concept to the management of an organizations most appreciated features. The people working there who individually as well as collectively contribute to the accomplishment of the objectives of the business. Recently, organizations consider the HR Department as playing a major role in recruitment, training and helping to manage people so that people and the organizations are performing at limit capability in a highly satisfying manner. However, many HR functions these days combat to get beyond the roles of employee champion and administration, and are seen rather as reactive than strategically proactive partners for the top management. At the end of the day, the objective of human resource management is to assist an organization to reach predefined goals by satisfying, and maintaining employees and also to manage them effectively. The key word most probably here is fit, a HRM approach seeks to ensure a fit between the management of a companys employees, and the overall strategic direction of the company (Staw and Barsade, 1993). The theoretical discipline of HRM is considering primarily the assumption that employees are individuals with varying needs and goals, and as such should not be thought of as basic business resources, such as trucks and filing cabinets. The area needs a positive view of workers, assuming that practically all wish to contribute to the enterprise productively, and that the main complication to their endeavors are lack of knowledge, failures of process and insufficient training. Nevertheless these conventional expressions are becoming less common for the theoretical discipline. Sometimes even industrial and employee relations are confusingly termed as synonyms, although these generally imply to the connection between management and workers and the behavior of people in companies. The Human Resources Management (HRM) profession includes numerous activities, and the most crucial among them is choosing what staffing needs you have and whether to use independent contractors or recruit employees to achieve these needs, recruiting and training the best employees, promising they are elevated performers, dealing with performance issues, and ensuring personnel and management practices conform to number of regulations. Activities also include managing your move toward to employee benefits and compensation, employee details and personnel policies. However, they should always ensure that employees have a vague idea of personnel policies which confirm to current regulations. These policies are generally in the form of employee manuals, that all employees own. Document Control Anyone who works in a professional services firm nowadays must know well that document management involves far more than simple data processing and file sharing. Document management nowadays must keep in mind the complete life cycle of a document as well as its content from creation, employees and clients, to the eventual storage and harvesting of content for reuse, to collaboration among partners. In response of fulfilling these needs, firm developed technologies that offer firms to make and control documents that were not applicable in years past. Professional services companies can now enhance productivity, increase security through tighter controls over document production and handling, and perk up document quality through the application of clear editing and review path ways. Additionally, progresses in collaboration and communication can facilitate firms to attain the smartest return. Summary Project Management section in a project is a structure that is purposely designed for executing projects. It is specifically modified to reach the demands of difficult tasks by separating unique work and maintaining a strong focus on accomplishing the project. At the construction site safety is the major concern because these projects are huge so a small mistake can cause of a serious damage. The main objective of the health management is to minimize or if possible then completely avoid hazards at site. It will decrease the chances of physical harm of employees and subsequently increase the health safety conditions at site. One of the important keys to success lies in establishing communication with people at all levels. To improve the safety methods new ways have been used to reach the satisfactory safety levels. This whole work can not be done by the single unit at the site but all management units specified above coordinated well and help to implement methods, which may include written circulars, reports, news sheets, promotional activities, incentive or reward schemes, personal contact and, most successful of all, structured safety meetings at the work place level where everyone can become involved. Safety meetings will be more product ive and motivating if a member of a group under the guidance of management is asked to lead the meeting, having first been given the framework of the subjects for discussion and what the discussion hopes to accomplish. For the progress of any project it is necessary that all accident should be avoided at the site which eventually needs improved safety methods.

Good vs. Evil

Judgments: Good vs. Evil There are many concepts that are determined in the eye of the beholder. People have different morals; someone’s morals could be seen as corruption to someone else. What someone considers beautiful, another might consider appalling. A person’s definition of justice could be someone else’s definition of illegal. There are many factors as to why we all have different paradigms, such as the way we were raised, our past experiences, our culture, or our faith. Consequently, we all judge accordingly to our own perspectives. In East of Eden, John Steinbeck states that one can be assumed good or evil once the person has died. With our different paradigms, we would have different perspectives on good and evil. Therefore, we do not know the correct definition of good or evil, so it would not be right for us to judge someone at all before or after their death. Everything we see is perspective, but how are we so sure it is the truth? Take for example, a flower. To a human, it is small enough to hold in his hand; to an insect, it is big enough to be a home. The human and the insect are looking at the same flower, but view it differently. Is the ant simply miniature, or is the human just too big?It cannot be deemed because there are different paradigms that manipulate our judgment. There are also more serious cases that this applies to. On July 5, 2011, Casey Anthony was found not guilty for murdering her young daughter Caylee. Observers were stunned and outraged by the jury’s verdict. Jurors claimed that it could not be proven that Casey Anthony was guilty because there was not enough evidence. There were only facts that led up to the conclusion that Casey could be the murderer, but there were no raw and actual facts that clearly showed that Casey was responsible for the death of her daughter. The death penalty weighed a lot on the deliberation of the jurors. They had a life in their hands; conclusions and inferences were no t enough to find her guilty. The jury could be deemed good for following the law and abiding by their oath, or they could be deemed evil for letting a potential murderer get away with a crime. There are many positions on this verdict based on our viewpoints, but we do not actually know the truth. There are so many perspectives in the universe, we can never be so sure which is the correct one. Without knowing the truth, our judgments aren’t justified. They say there is a story behind everything. Stories usually have two sides to them, maybe even more. Often times, we want to believe that we know the full story. As human beings, we like closure and we do not like unanswered questions. But should it often occur to someone that there may be multiple unknown sides to a story? Marilyn Monroe was found dead in her bedroom from an overdose on August 5, 1962. Monroe’s death remains a mystery and has become one of the most debated conspiracy theories of all time. Some people beli eve that her death was a homicide, and some people believed it was a suicide. There could be many unknown explanations to Monroe’s death, and we may never find out. Without knowledge of how she died, our judgments are not rationalized. There are always going to be unanswered questions and ambiguous endings. As humans, what we believe is virtuous usually leads back to our viewpoints and understanding of life. Everyone has their life structured a certain way according to their beliefs. Our beliefs have a huge impact on our mentality and actions whether we believe in God, Buddha, Atheism, Karma, or anything at all. With differentiating religion and beliefs, there is no validity to our judgments.Without the knowledge of the truth, we are not able to judge righteously; we would be assuming blindly. It is a human instinct to judge. We judge to make laws so society can function in an orderly manner, we judge to protect ourselves from harm by distinguishing what seems to be dangerous or harmful, and we also judge to make decisions to benefit ourselves, such as choosing the college to our desire. Although these are rational reasons as to why we should judge, they also lead to war, terrorist attacks, stereotypes, and prejudice. Our assumptions and judgments revolve around our perspective. Our paradigms frame our judgments, and this often results to different positions and viewpoints. The concept of good and evil are in the eyes of the beholder. The true definition of good and evil may never be revealed in our lifetime. Consequently, we are not able to deem someone good or evil before or after their death since we do not have the understanding of these ideas in the first place. History of Optometry

The history of optometry can be traced back to the early studies on optics and image formation by the eye. The origins of optometric science (optics, as taught in a basic physics class) date back a few thousand years BC as evidence of the existence of lenses for decoration has been found. It is unknown when the first spectacles were made, but the British scientist and historian Sir Joseph Needham stated in his research that the ancient Chinese invented the earliest eyeglasses 1000 years ago and were also mentioned by the Venetian Marco Polo in his account of his travels in ancient China.Alternatively, research by David A. Goss in the United States, shows they may have originated independently in the late 13th century in Italy as stated in a manuscript from 1305 where a monk from Pisa named Rivalto stated â€Å"It is not yet 20 years since there was discovered the art of making eyeglasses†. Spectacles were manufactured in Italy, Germany, and the Netherlands by 1300. Benito Daza de Valdes published the third book on optometry in 1623, where he mentioned the use and fitting of eyeglasses. In 1692, William Molyneux wrote a book on optics and lenses where he stated his ideas on myopia and problems related to close-up vision. The scientists Claudius Ptolemy and Johannes Kepler also contributed to the creation of optometry. Kepler discovered how the retina in the eye creates vision. From 1773 until around 1829, Thomas Young discovered the disability of astigmatism and it was George Biddell Airy who designed glasses to correct that problem that included spherocylindrical lens.Although the term optometry appeared in the 1759 book A Treatise on the Eye: The Manner and Phenomena of Vision by Scottish physician William Porterfield, it was not until the early twentieth century in the United States and Australia that it began to be used to describe the profession. By the late twentieth century however, marking the distinction with dispensing opticians, it had become th e internationally accepted term.

Introduction The Arawaks are thought to have settled at Hosororo creek on the Aruka River around 3,500 years ago. They planted manioc (manihot esculenta) which they baked into bread on ceramic griddles on the hilltops. Arawaks occupied the Corentyne River also around 2,000 years ago leaving a unique type of rock engraving, called Timehri Petroglyphs.Due to the amount of rich protein supply found along the coastal swamps, the Arawaks moved hundreds of tons of earth with wooden shovels , in order to build habitation mounds and raised fields for farming. According to Denis Williams this settlement strategy has sustained human population on coastal swamps during the European era and into the present. During the rainy season the Arawaks hunted a lot, when animals were said to migrate from lowlands in search of high ground. Animals commonly hunted were the deer, tapir, labba, wild hog, agouti, birds, parrots and turtles. They were known as food producers, also they are also known for their pottery making skills as they were the first people to bring pottery to Guyana. The Arawaks have made great contributions to Guyana culture, today many places are named by the Arawaks, most of our rivers and creeks are named by the Arawaks. The Arawak nation is deemed the most intelligent of the Amerindian nations. Fig. 1 Map of Guyana showing the location of the Arawaks History The Amerindians is said to be the first inhabitants to Guyana who entered the territory about 11,000 years ago.Amerindians initially lived on low, swampy coastland regions. The coastal plain was built up by alluvial deposits from the rising Atlantic Ocean ranging from 17,000 to 6000 years ago. The Arawak nation is said to be the second nation to arrive in Guyana after the Warraus who came before approximately 84000 years ago. It is said that a number of Arawak tribes have been extinct for several hundreds of years. What could have happened that would bring a population that once numbered 2 to 3 million down to just a few thousand by the early part of the 16th century?Throughout history the Arawak were subject to many hostile take-overs, diseases, enslavement, damage to food supplies and much more. Inevitably, by the end of the 16th century the Island Arawak had become extinct. Sadly, the Arawak Indians have been eliminated or greatly reduced in number in many areas, some of which include the Caribbean, Guadeloupe, West Indies, Barbados, and the Virgin Islands. Their numbers have been sl owly rising, so that today upwards of 30, 000 Arawak currently reside in Guyana, with a very small number existing in Suriname and French Guiana. AppearanceBecause of the broad distribution of the Arawaks, little uniformity can be found in their culture or racial type. It has been found though that the language they speak distinguish them from the rest of the world. The Arawaks were well shaped, slightly built and medium height. It appeared that they were physically weak in comparison with the Africans and Europeans. Their skin was â€Å"olive† which mean smooth and brown. The Arawaks were considered naturally good- looking but distorted their features by artificial means. As babies their heads were flattened at the forehead, this elongated head was considered a mark of beauty. This is thought to have been done to thicken the skull thus it could withstand heavy blows. The Arawaks had broad nose and their nostrils probably flared wide. Their hair was straight and black but coar se and was usually worn long. Figure 2: showing an Arawak family The Arawak men painted their bodies with bright colored dyes with clay and fat mixed all over smearing patterns all over their bodies: â€Å"some of them †¦ with black, others white and others red, most of them on their bodies and some on their faces, and eyes or only the nose†.The favorite paint was Roucou a red dye, besides being colorful, the clay and grease kept insects and rain off. The Arawaks also had body piercings and wore ornaments made from clay, shell and cotton. A plate of gold and copper alloy called the guanin was worn by chiefs who also dressed in gold crowns and feather headdresses. Sometimes the Arawaks had gold in their noses as plugs or hanging ornaments. The Arawaks saw gold as nothing more than a form of decoration. The women wore simple bead aprons and necklaces. A number of small amulets (Fig. ) or charms were carried in sacks around the neck, foot and wrist. Others made from cotton; shell and clay were woven into hair. Figure 3: showing amulets worn or carried by the Arawaks Entertainment The Arawaks had ample leisure time and many festivals marked by the Arawak year, some religious and some not so. For example the naming of a baby was time to rejoicing of the Arawaks that a child without a name will meet with great misfortune. The wedding of a cacique and the inauguration of a new cacique were times of festivity.Arawaks are fond of sports, although not competitive like us. The favorite sport called batos was a ball game with the cross between volleyball and football. The game was played with a hard rubber ball. The main aim of the game was to keep the ball in the air using only the thighs and never touching the hands or feet. The most well-known of the Arawaks' pleasure was that of smoking. The Arawaks called the tobacco plant cohiba and the pipe for smoking the leaves, tabaco. The Arawaks liked tobacco for peace and contentment, and for helping them to medit ate. They made cigars and smoked it in a pipe which they enjoyed very much. Fig. 4: showing Arawak harvesting and smoking tobacco Housing All the Arawaks needed were a shelter to keep off rain. Arawak houses were rectangular with steep thatched roofs. The larger ones had a covered porch before the door. The construction of these houses is rather simple. Wooden posts were put into the ground in a circle and canes were woven between them and tied with creepers. The roof was thatched in a conical shape and a hole was left at the top to allow smoke to escape. There were no windows and only an opening was left for a door and the houses were thoroughly built and could withstand hurricanes. The tasks of building houses were done by the men. Fig. 5: showing the house of an Arawak Survival (farming and hunting) The Arawaks were subsistence farmers, growing food mainly for their own needs and with a little left over for trade. Some crops are shown in fig. . They cut down trees to make room for planting and used the â€Å"slash-and-burn† method of farming. This is a simple method where the land was burnt to clear it of weeds and bush. The ash produced was mixed with fish and urine to produce fertilizer to help prolong the productiveness of the land. Crops were then planted in the ashes among the blackened tree stumps. These primitive farmers did not practice crop rotation, after about five to ten years, the soil would become exhausted, and the village would proceed to clear fresh land, however, slash and burn is no longer used. Instead, shifting cultivation is their new form of farming. Women did the planting and were responsible for the preparation of food. The crop cassava (also known manioc), slips were cut from the stem and planted in mounds on the level earth. Cassava was planted twice a year when the soil was damp. The Arawaks ate a variety of other fruits and vegetables including pineapples, star apples, guavas and cashews. The Arawaks did not touch mammy apple s as they believed that it was food for the dead. Arawaks did not rely on field crops for all their food. Due to living on the coast oceans and rivers were rich in foods which needed little effort to gather: shellfish, turtle eggs, snails and gull.Huge piles of shells have been found among the remains of camp sites. Arawaks trapped many small animals including bots, lizards, snakes, iguanas and agouties. The only domestic animal known to Arawaks was a small dog. Fig. 6: Showing some crops grown by Arawak As mentioned, the women were also responsible for all food preparations. The main food of the Arawaks was cassava, which required special preparation since it was poisonous in its natural state. First, the root was grated on a board covered small pebbles or rough coral until it formed a paste. Fig. 4 is an indication of this tool. This was put into a wicker tube, one end of which was hung from a branch, while a weight was attached to the other end. This caused the tube to contract, a nd forced the poisonous liquid out through the wicker. The remaining paste was left to dry and then pounded into flour using a stone mortar and pestle. The flour was formed into flat cakes and baked on a clay griddle until they were hard and dry. In this way, the cassava flour could keep from an extended period of time. Fig. 7: showing an Arawak grind stone Seasoning played a big part in food preparation. Salt and especially pepper were the common seasonings used.In addition, a sauce called cassareep, which was made of cassava juice, salt and pepper was frequently used, especially when serving the Arawaks' simplest dish, ‘pepperpot’. Note that both cassareep and pepperpot are widely used throughout Guyana today. Pepperpot was prepared in a large clay pot. Cassava juice, with the poison extracted of course, beans, peanuts, potato and some meat were all allowed to simmer. This pot of soup was used to feed a family about three times a day and as the pot is emptied, more in gredients are added so that one can have pepperpot at any time of the day or night. The Arawaks could also make intoxicating drinks out of cassava and maize such as piwari and cassiri, but drunkenness was uncommon except on some ceremonial occasions. However, smoking tobacco was a big part of the Arawak culture. Religion The Arawaks’ religious believe was called animism and was based on a spirit world, this practice aimed at honoring the spirit god. However Hillhouse claimed that the Arawaks worshipped the universal creator, a supreme being who they called Aluberi. They also believed that the sky was the source of all things powerful and good.Certain men in society were single out to explain the mysterious and control the spirit world. They were called shamans or piaimen and were said to have supernatural powers. Arawaks believe that disease was nothing but the presence of evil spirit. These medicine men had the power possessed to drive out disease. The piaimen were versed in the knowledge of herbs to treat disease. Connected with the belief in evil spirits also was the Kanaima. The Kanaima would track down its victims for years for the sake of revenge. He was thought to be an evil spirit in the form of a man. References Some notes on the Amerindians of Guyana Then and Now.
